(SD)-Rapid City Alderwoman Expelled From City Council Over Conduct Complaint

RAPID CITY, S.D. - A dispute with the president of the Rapid City Regional Airport Board has cost Rapid City Ward One Alderwoman Lisa Modrick her seat.

      Modrick was expelled Tuesday night on an 8-2 vote in which she cast one of the two votes against expulsion.

      The vote on a Code of Conduct complaint against Modrick came after a day-long special council meeting that had public input and testimony from both sides. The meeting was held at the Rushmore Plaza Civic Center to accommodate a larger audience.

       At the heart of the matter is a long-standing complaint by Westjet Air Center, an airport tenant, that it wasn't being treated fairly by the airport board and its president, Darren Haar.

       A meeting December led to allegations by Modrick against Haar, which in turn led to the conduct complaint against Modrick.

       Mayor Steve Allender wrote in January that Modrick's account of what happened appeared to be "partially fabricated rather than misunderstanding" and another attempt to discredit the airport on behalf of Westjet.

       Modrick said after last night's vote that "expellment due to telling the truth has been pretty tough" to accept," but that she feels she's served Rapid City well and is proud of her work on the council.
