(SD)-SD AG Unveils Legislative Goals

By: John Axtell Posted at: 01/11/2020 05:23 PM
PIERRE, S.D. (AP) - South Dakota Attorney General Jason Ravnsborg has unveiled his priorities for the legislative session that begins next Tuesday.

One is for lawmakers to ease the Presumptive Probation Act, which requires judges to sentence low-level felons to probation rather than prison. Ravnsborg says the Act has destroyed any incentive for defendants to work with law enforcement and help eliminate the source of illegal drugs.

Another of his priorities is to increase the fees paid in court cases from $40 to $50 with the extra money going to both the 911 Telecommunicator training fund and the Law Enforcement Officers training fund, both of which are dealing with structural issues in funding.

Ravnsborg wants to build on last year's legislation on Murdered or Missing Indigenous Women by establishing a missing persons clearinghouse within the Division of Criminal Investigation to more efficiently and effectively use resources to find all missing South Dakotans.

Ravnsborg also wants to provide more tools to make it easier to identify and monitor "bad actors in the world of tobacco sales, and to add to the Sex Offender Registry any individual, age 21 or older, who takes or produces sexually based, nonconsensual videos or photos of a minor.
