(Wyo.)-Lottery Bill Survives Second Debate In Senate

     CHEYENNE, Wyo. (AP) - A bill that would allow a lottery and multi-state games such as Powerball in Wyoming has passed a second round of floor debate in the state Senate.
 
     The bill faces one more vote in the Senate on Friday. The bill already has passed the House.
 
     On Thursday, the Senate amended the proposal to better protect the state if the lottery doesn't make money and ends up incurring debt.
 
     Senators also beat back a couple of proposed amendments to earmark a percentage of unclaimed prize money for gambling addiction and gang prevention programs. Opponents of earmarking a percentage of the money to those programs say it's too early to make those decisions since it isn't yet known how much money the lottery will raise.
